Why is centralized federalism called centralized?

Centralized government was a time period when the national government decided to stop helping out on a domestic level with policy making. Instead it set goals for states on a social level and then made the states compete for money from the federal government and the ability to use that program in their state. If u have ever heard of the great society, then you have heard of centralized federalism. The idea that states would use federal resources to help the underprivileged Examples of these are Categorical grants, formula grants, and project grants.
