Why does a seed does not sprout when there's cold soil and its moist?

because the moisture in the air is not potent enough to get all the way through the soil to the seed and if its cold the seed could be partially frozen and would be harder to receive moisture. give it a raw carrot. but watch out, it will turn into a bucket
