Absolutely!!! That is where he will see the foundation and structure. It is also where the termite inspection takes place and where flooding or groundwater issues are detected. Very possible that there is mold, asbestos, roaches, mice, electrical, Plumbing issues all in the basement...extremely important and one of the most important aspects of the home inspection.
