Who possesses the factors of production of England?

There are 4 factors of production:

• Land
• Labor
• Capital
• Enterprise

And therefore, each individual controls part of the over all the factors of production. And collectively, the entire British population (including organizations such as the government, companies...) hold the factor of production.
