Will American electric power disconnect your utilities in the winter time?

My power was shut off today with lows in the 20's. The shutoff was for "non-payment" which was a result of a billing error on AEP's side. it seems my payments were going to an inactive account under my old roommates name which has been closed since 2006! Even after admitting it was their error they refused to expedite the reconnect or wave the fee. So in short, its below freezing and due to a billing error i have to sit in a cold dark house for up to 24 hours and pay them 25 bucks for the privilege! I am fully convinced that there is a misprint in scripture and the number 666 was meant to be the letters AEP
