What is the value of a 1914 US 5 dollar silver certificate?

The US didn't print any $5 silver certificates with that date.

If your bill has a blue seal normally associated with silver certificates it's still a Federal Reserve Note. It's sometimes difficult to identify early Federal Reserve Notes by their ink color because the use of green wasn't standardized until later.
