Some houses have cellars, and some don't. It depends on how it is constructed. In areas with deep topsoil, a cellar or basement is excavated and masonry walls are built on which to rest the upper part of the house. Sometimes a partial cellar (called a crawlspace) which isn't deep enough to be a usable room is built. In areas with very shallow topsoil or hard clay, the house is built on a cement foundation instead of a cellar or basement.
