To use the "Player.PlaceAtMe" cheat in Fallout 3, open the console by pressing the tilde key (~). Then, type "Player.PlaceAtMe [ObjectID]" where "[ObjectID]" is the ID of the item or NPC you want to spawn. For example, using "Player.PlaceAtMe 0001F4D0" would spawn a Super Mutant.
