What does bad language is a stage all children go through and it dies with time when they learn they're not attracting attention with it means?

Every child goes through a stages in life, swearing being one of them. If their parents just ignore them they will eventually get over it and find something else to do, so basically it's saying kids strive for attention, when they don't get that they'll end up forgetting about the entire thing.
