Nope, dogs have higher IQ(intelligence) while cats have better memories.

Well, there are different studies suggesting different things. And those studies can be biased toward finding certain things out and labelling their results 'intelligence'. For instance, it is well-known that dogs learn tricks faster and are more obedient than cats, though this doesn't IMO necessarily prove higher intelligence, it could just prove greater laziness in cats (something we also already knew) or perhaps this is an adaptation to dogs' social nature.

In my opinion cats are smarter. Most, not all, varieties of dogs are impulsive, reckless, reactionary animals of instinct. Then when they get themselves in trouble they just wimper and whine. Cats on the other hand are more capable of prior observation and then deciding on a next action. In other Words: Pre-meditation. Cats exhibit more foresight, analytical, observational ability, caution and awareness of their surroundings than dogs (up to perhaps the senses of smell between the two, then that's another debate).

I think they both have good memory though, but I think a cat's memory is more visual than dog's but that they're both very smell-based.
