Does god make everything happen if he does why do cats get hit by cars?

Losing a pet is always awful. They become part of the family. I personally don't believe there is a God. What sort of divine being creates a world where there's so much death, war, famine, disease etc. People who do believe will say that God gave man free will and all these things are man made - including cats being run over.
