Is there a better solution for seamless policing?

if there was a data base that all law enforcement agencies had access to this would help with data sharing. The issue with this would be making sure everyone used the date base properly. With so many agencies out there, large and small, this would be virtually impossible. Within in each separate agency policies and procedures might be slightly differant as well. I feel that communication will be the biggest factor in seamless policing. Getting everyone (with differant personalities, policies and procedures) to communicate on the same level is a whole differant scenario. It seems like an almost impossible task but one that would be worth attempting.
