Why is the lawmaking function of congress essential to democracy?

There are many legislatures in the world which lack the ability to write the laws they are required to pass. These are often called rubber stamp parliaments. A democratically-elected parliament without the power to make law is not a legislature. If Congress was powerless to make law but the democratic processes were all the same including the democratically elected president what we would have is an elected monarchy.
