How do you unlock the Argent Tournament quartermaster in World of Warcraft?

Once you are of appropriate level for the Tournament, you can go to an NPC near the Flight Master in Dalaran. He will give you a free ride to the Tournament grounds. Once there, there is a flight path that you can use.
