2004 kia spectra speedometer stopped working then slowing started working again?

It sounds as though your sensor is on its going of service. This is a simple replacement but first you have to locate where it is. Some are on top of the transmission . Some are on the side they can run from 42. to over a 100. shop around for the best deal. I have the same problem
