How do police enforce cyberbullying laws?

its hard to to enforce these law because:

1) hard to quantify what is bullying and what isn't, as bullying can take all different forms, especially on the internet.

1.2) it is hard to tell when people are playing around, and when people are not.

2) if you think of the scale of the internet, every single game, picture, website, forum and email. anti bulling programs would have to be built into everything.

3) how could you stop international issues. someone from USA abusing a UK citizen?

4) the Gov would have to have access to alot of our private information. ip address etc.
