How can a pathetic shy nerdy guy build up the confidence to ask a girl out?

First would be to work on changing your self-image. Pathetic and nerdy are hardly honorifics.

Second would be to realize that asking and being turned down (if that happens) does no harm. All it means is that you don't date that girl, that time. It's exactly the same thing that happens if you don't ask her out at all.
