When and how often does drought occur?

It depends on what part on the world/continent you are on/live in. For example, Oklahoma is constantly in a drought. Lack of rain and other precipitation is hardly seen in summer and fall. In spring, they sometimes catch up to the average rain that year, but when Summer comes around, they are pretty dry.
