Spray some penetrating oil between the timing belt gear and the crankcase, and in the pulley hub. Tap on the pulley with a hammer to help the penetrant get in between the crankshaft and the timing gear. Use plenty of penetrant.

Use a three arm gear puller. You can get a set from Harbor Freight that has three different sizes. Use the largest puller in the set and set the arms to the shortest length. Set the arms to grip on the largest pulley. The puller shaft has to go pretty deep to get to the crank. Don't worry about the centering knob on the end of the threaded shaft, it just fits. Make sure the threaded shaft is centered and the tapered knob is in the crankshaft. It takes a lot of fiddling, but it works!
