Much like Venice Italy, Tenochtitlan was a city on top of water (Lake Texcoco to be exact). surrounding it, there were other small man-made islands used for farming called "Chinampas". This city also had a water system and a Dam. All of this made possible without the use of metal or animals that are used to carry stuff (such as horses and bulls).
