WHY Germany and japan are not permanent members of security council?

It's very simple -- if you are the major aggressors in a global conflict, you're probably not getting a seat of honor at the body created afterward to prevent such conflicts in the future.

Or, to put it in the lingo of The Wire, if you're starting, um, something, you're probably not getting, um, something after you lose.
