What type of government uses religious laws to rule the citizens?

Almost every government has been influenced or been based around religion, with the exception of the Soviet Union when it was in power they promoted Atheism and I believe it was against the law to practice your religion openly.

But even then human morals are based upon religion whether your religious or not
