Neither of these phrases are correct. They should be:
have been arriving / has been arriving - not have/has been arrived.
You use have when there is a plural subject. eg
The boys have been arriving all day for the camp - or They have been arriving all day for the camp.
You use has when there is a singular subject eg
The boy has been arriving late for school recently - or - She has been arriving late for school recently
