Who is responsible for implementing policies and procedures for Aviation Safety?

In the United States, the Federal Aviation Administration (FAA), part of the US Department of Transportation, implements policies and procedures for Aviation Safety. Every country has its own agency, usually with a different name, to perform this function.

At the international level the International Civil Aviation Organization provides that function.
