According to the Haynes Repair manual for a GM vehicle with a 3.4 liter engine of that year, the torque specs for rocker arm retaining bolts are...

STEP 1: 168 in-lbs (i.e. 14 ft lbs)

STEP 2: Then turn the bolts an additional 30 degrees (which can be approximated by turning your ratchet from noon to 1 o'clock (i.e. a 1/12 of a full turn)
