"The writers of the Constitution believed that control of the government by military leaders would seriously endanger represenative democracy. The colonists' experience with the British military officials had reinforced this belief. The charges leveled against George III in the Declaration of Independence echoed the Americans' opposition to military domination: " He has kept among us, in times of peace, Standing Armies without the consent of our legislatures. He has affected to render the military independent of and superior to the Civil power."" With this background, the delegates included numerous safegaurds in the Constitution to ensure that elected government officials would control the military.
