Yes, the City of Federal Way does have a noise ordinance that would affect construction activity within the City limits. Federal Way Revised Code (FWRC) 7.10.020(8) Public Disturbance Noise, limits sounds originating from construction sites, including but not limited to sounds from construction equipment, power tools and hammering between the hours of 8:00 p.m. and 7:00 a.m. on weekdays and 8:00 p.m. and 9:00 a.m. on weekends. Additionally, the city adopts by reference the maximum environmental noise levels established pursuant to the Noise Control Act of 1974, Chapter 70.107 RCW. Also see Chapter 173-60 WAC.

Pursuant to FWRC 19.105.040 Regulation of work hours. Development activities and heavy equipment operations are only permitted between the hours of 7:00 a.m. and 8:00 p.m. Monday through Friday, and between 9:00 a.m. and 8:00 p.m. Saturday, and are not permitted on Sundays or holidays observed by the city, unless otherwise allowed. Should your construction activity within the City limits need to extend passed 8:00 p.m. then a written request to the director must be submitted in advance, including a description of the specific exception requested; proposed temporary construction mitigation measures for any related impacts such as traffic, noise, and glare; and an analysis of how the request meets the following criteria:

(i) The work will not result in substantial adverse impacts to surrounding properties.

(ii) The exception is necessary to avoid undue delay of project completion and/or long-term inconvenience or disruption to the public.
