Wikipedia states that the thermal conductivity of water is 0.6 W/(m·K) (air is 0.025 and silver is 429), electrical conductivity of drinking water is stated as 0.0005 to 0.05 S/m (silver is 63.01 × 106 and air 0.3 to 0.8 × 10-14)

Water is a good insulator but poor conductor. But compared with the air, water is the better one. The substances that can easily travel or transfer the heat is conductor such as metals. But in other way, insulator cannot easily travel the heat as fast as the insulator such as water and air. Let's try one experiment to prove this statement. the materials are water, aluminum block. Boil two beaker of water until it reaches the boiling point and make sure both of water are same temperature. then, put the aluminum block in one of the beaker.
