With most Power Steering systems, the fluid also acts as a lubricant for the steering gear. If the fluid all leaks out, the gear can seize due to lack of lubrication. If the steering gear seizes, the steering will become suddenly locked in whatever position it is in at the time, likely causing a crash.
On some systems, the fluid pushes a hydraulic cylinder attached to the steering linkage, and the steering gear has its own separate supply of lubricant. If you have such a system, the above may not be a concern.
