In short, yes. The outcome can be variable though. Most modern metal roofing panels are made from steel. This steel is usually coated with a zinc-aluminum substrate such as Galvalume or something similar. They are then primed, and a powder-coat is baked on. Common metal roofing paints are silicone-modified polyester, KYNAR, HYLAR (or similar PVDF coatings). These paints are very different in their make up and application. Some metal roofing is simply galvanized or coated with acrylic. Painting over these substrates can sometimes have negative effects. As with painting a car or any metal surface, stripping down the bare metal and reapplying primer and paint is usually the best option. This is quite an exhaustive and tedious task on a roof, and it is likely not much more expensive to replace the entire roof
