Is imvu to play and can kids play it?

Generally,yes. I signed up when I was about twelve, and there wasn't really anything bad. There's nothing really wrong on there. You can perform interactive actions with other users, but there's nothing explicit with it. The worst that I can remember was a kick in the jewels and some kissing, buts that's it. Then again I haven't been on in ages, so maybe you should check the website.
