What vehicles are legally allowed to go through a red light?

(in the US) Most DMV regulations specify that only so-called "emergency response vehicles" may pass through 'controlled intersections' and then only with their audible and visual warning devices fully activated. Some jurisdictiOSns require that these "emergency vehicles" actually come to a complete stop at each red light and stop sign before proceeding through the intersection agsainst the indication of the signal.
