Instead of a traditional canister filter like you may have seen on most cars, including a 4 cyl Jetta of the same year this car has a filter housing with a replaceable filter elment.

The filter is located on the front of the engine, accessible from below.

There is a drain plug that can be removed with a 6mm hex key. The filter housing is removed with a 36mm socket.

Your new filter element should come with a replacement o-ring for the housing, apply a little new (engine) oil to the o-ring and replace the old one in the housing. Drop the new filter element in the housing and reassemble.
