America's first written plan of government was the Articles of Confederation, adopted in 1781. It established a framework for a national government, creating a loose confederation of states with a unicameral legislature. However, the Articles ultimately proved ineffective due to a lack of strong central authority, leading to their replacement by the U.S. Constitution in 1789. The Constitution remains the foundation of the U.S. government today.
