Is streaks is allow in Islam?

It depends on your intention. The Prophet peace be upon him did used to dye his hair, but that i believe was to prevent grey hair accumulating. If your aim is to look attractive, or show off... Then i would not recommend it, because Islam does not allow such sort of activity. You can look beautiful, but you must be covered and wear decent clothes. Any exaggeration is unlawful.
