No; unless it is a proper noun. For example, in this sentence, western is not capitalized because it isn't a proper noun:

The western boundary of the state extends to the sea.

In this sentence, however, it is part of the name of a company, and therefore a proper noun:

That new drilling station is owned and operated by Western Refiners Inc.
