Trucks generally flash their lights quickly just before passing to warn the car driver that they are coming around in case the driver is not concentrating. It is a courtesy in my opinion and the driver being passed should maybe move over a little and maybe even slow down to speed up the process.

Once the vehicle is passed the truck driver will often flash each blinker quickly to acknowledge the other driver
