How do you know if you need a fuel pump relay for your 1999 chevorlet blazor?

Swap the fuel pump relay with another like relay in the fuse/relay center. If the problem with the fuel pump goes away, the relay was bad. If not, knowing GM fuel pumps, the fuel pump is the problem.
