Why does snow melt from the bottom up?

If it does or not would depend on the circumstances, and usually it doesn't.

If snow falls on ground that's above freezing temperature, then it'll melt from below, but if it falls on ground that's below freezing, then it's more likely to melt from the top, as the sun heats the Surface.
