What is the predominant reason for slight pauses in an applicatin when retrieving information from the paging file?

My best guess would be that, because the paging file is stored on the hard drive and considering that the hard drive is the slowest medium to retrieve infromation from, that it is caused by the computer looking for the correct information from a slower source.
