What was the name of the person who invented the pontoon boat for BF Goodrich at the time of World War 2?

Since childhood, I was told that my father, Frank John Hohl, invented the pontoon boat for BF Goodrich.

He was a mechanical engineer who owned Hohl Machine & Conveyor Co. in Buffalo,N.Y.,and did most of his business for the auto industry.
