Sounds like your dog is not spayed yet. If you get her spayed, then she will stop licking her privates once the stitches clear up.

It's just a habitual act based on a genetic trait. It just feels good to them. With no sexual organs after being spayed, she won't get the same sensation from it and thereby quit.
