Is age twelve considered a teen?

The teen years begin at 13 and at 18 you become an adult. You are an adult when you can vote, get married, sign a contract, and join the military. These you can do at 18. The term "teen" wasn't around until the 1940's when it was first used. For thousands of years people were considered to be adults by the time they were 13.
