Why do cow farms have split tires on a pile of crap?

Are you sure it was a pile of manure ("crap")? Silage (one common component of cattle feed) is sometimes stored outdoors with a large tarp or plastic sheet protecting it from the elements, and the tires just hold down the tarp to keep the wind from blowing it off.
