Once a state becomes a part of the United States of America, it is no longer independent; Michigan was admitted to the Union in 1837. As a member of the United States, Michigan does have certain states' rights, but it must also accept that the U.S. Constitution takes precedence, and that the President of the United States in the leader of the entire country.
