Not sure but it looks like James Cromwell, the warden from the Green Mile. He also played Stretch Cunningham on "All in the Family" from the 70s...

It isn't James Cromwell but Brian Carney, the son of the late, great Art Carney, who appears in the Geico commercials with the Gekko.
