When recycled paper is mixed with water and a mulch made. Its then rolled and dried and made in to large rolls. The issue with paper is that the different colours - i.e. brown and white must be separated before this process or the colour will not meet the normal white appearance we all use for letters etc. There is a small percentage of new material added to the recycle in most cases to keep the white appearance, This is called virgin material. However, work has been underway to make a natural bleaching agent that brings the paper back to the user defined colours.
Only fire really destroys the raw materials.
