Total distance = 12 + 18 = 30 miles

Total time = 1 hour

Speed = distance/time = 30 miles per hour.

Comment: Wow! Ever heard of the old Olympic 4-minute-mile record? Multiply by 15 and that old Olympic barrier would translate to an hour for running 15 miles (15 miles per hour). In the question above, the "jogger" is twice as fast, sustained for a whole hour! The hypothetical jogger in the question definitely can not be human.
