Do preseason games count in the event of a tie in the regular season division championship games?

No. Pre-season is a chance for teams to try different players, different styles, different formations and different tactics. While they are trying to win, there is not the same competitive edge and they are often called friendlies. Sometimes they are part of a competition that is not very significant. The whole idea of pre-season is for teams to get prepared for the season ahead, so that are not coming in without having played since the end of the last season. They are not part of the season, so they don't count towards anything during a season.
