Where in Celadon city do you get the tea?

In Celadon City, you can obtain the tea from a woman in the building to the left of the Pokémon Center. She is located on the second floor and will give you the tea after you speak to her. This tea is essential for progressing in the game, as it allows you to get past the guards blocking the entrance to Saffron City.
